HELENA – Department of Commerce Director Meg O’Leary today announced the award of a new marketing agency contract for the state’s tourism promotion programs. The contract brings multiple services under a full-service agency to provide comprehensive and integrated marketing solutions.
The Montana Office of Tourism and Business Development (MOTBD) recently completed a competitive RFP process for the contract. It received 11 bids, and Hoffman York was the highest scoring bidder at the end of the process.
“Montana’s incredible assets and successful marketing programs inspired out-of-state visitors to add $3.7 billion to Montana’s economy last year, a 32 percent increase over a five-year period,” said Director O’Leary. “We are excited about taking this important next step to provide best-in- class marketing services and in so doing take advantage of the efficiencies of a comprehensive, integrated contract, leverage a partnership that provides both in-state and competitive market expertise, and continue to grow Montana’s tourism industry through their experience promoting destinations and large global brands.”
Within the RFP process, points were awarded for in-state presence. All bids that moved to the final phase of the evaluation process were partnerships of in-state and out-of-state agencies. Shortgrass Web Development in Great Falls has contracted with Hoffman York to provide marketing expertise and account personnel in Montana.
Shortgrass founder and CEO Doug Ormseth said the partnership will increase the potential for his Montana company to grow while applying their brand understanding and connections to the tourism industry to marketing strategies.

Under the new contract, Hoffman York will have a team dedicated to the Montana account and will provide all marketing services in-house. Previously MOTBD contracted with one agency of record and multiple, national-global specialty agencies for services related to digital and traditional advertising, social media and public relations.

Hoffman York’s credentials include experience with government and tourism marketing. Other clients have ranged in size from global brands like Yamaha and Wahl to regional ones such as Destination Kohler, the Milwaukee Brewers and the Wisconsin Lottery.
Hoffman York will execute a new phase of the state’s latest campaign, “The Sky’s the Limit,” this winter before developing a new campaign to launch next summer.
The contract with Hoffman York is for one year with the option to renew for up to seven years.
