Commerce Fiscal Year 2027 PHA and Administrative Plan
Montana Department of Commerce is providing an opportunity for public review and comment on the proposed amendments to the FY2027 Administrative Plan. This plan is available for public comment from March 2, 2026, until April 15, 2026.
A virtual public hearing will occur on April 15, 2026, at 10 a.m. to discuss changes regarding revisions to the Housing Choice Voucher Administrative Plan.
FY27 PHA Admin Plan summary of substantial changes
On March 5, 2026, Commerce received a public comment indicating we may have mistakenly posted Chapter 7 and Chapter 11 with language indicating that certain HOTMA policies would be in effect on July 1, 2026, when the FY27 PHA Administrative Plan will go into effect. Upon review, Commerce determined there were errors in the original Chapter 7 and Chapter 11 posted on March 2, 2026, for public comment. The effective date of those policies will be at a later date than July 1, 2026, based on future HUD guidance and implementation of the related HOTMA regulations.
To correct this oversight, a corrected Chapter 7 and Chapter 11 have been added below. These corrected chapters are the versions Commerce intends to use, and request the public to provide feedback on these chapters.
