The Project-Based Section 8 program supports apartments within a multifamily building rather than its occupants, for the duration of the Housing Assistance Payment (HAP) contract between HUD and the property owner. HAP payments represent the difference between the HUD-approved rent for all eligible apartments and the eligible families’ rent contributions, generally 30 percent of a family’s adjusted monthly gross income.
As Contract Administrator, Montana Board of Housing at the Montana Department of Commerce monitors the compliance of Project-Based Section 8 properties. Montana Board of Housing is responsible for conducting annual Management and Occupancy Reviews, adjusting rent and utility allowances, paying monthly housing assistance subsidies directly to the owners, renewing HAP Contracts and is responsible for health and safety issues as required by HUD.
