HELENA, Mont. – The Montana Department of Commerce announced today that seven Montana towns, cities and counties will share more than $250,000 of grant funding to help plan significant community development projects. The funding is through Commerce’s Community Development Block Grant Planning Grant program.

“Commerce’s planning grants help create and retain good paying jobs for local Montana workers by supporting our community’s ability to produce future growth plans, studies and training to advance crucial infrastructure and community development projects,” said Paul Green, Director of the Montana Department of Commerce.

The CDBG Planning Grant program is designed to help communities plan by supporting the implementation of growth policies, capital improvement plans, subdivision and zoning regulations, downtown plans, housing plans and preliminary architectural and engineering reports.

The following communities and districts will receive CDBG Planning Grant funding:

  • The Town of Clyde Park has been conditionally selected to receive $15,000 of CDBG Planning Grant funding to complete a water system preliminary engineering report. This conditional award is based on receipt of the State’s HUD Allocation of CDBG Planning Grant funds which is expected in the coming months.
  • Custer County will receive $50,000 of CDBG Planning Grant funding to complete a capital improvements plan.
  • Dawson County will receive $24,120 of CDBG Planning Grant funding to complete a preliminary architectural report for the El Centro building.
  • The City of East Helena has been conditionally selected to receive $15,000 of CDBG Planning Grant funding to complete a capital improvements plan. This conditional award is based on receipt of the State’s HUD Allocation of CDBG Planning Grant funds which is expected in the coming months.
  • Musselshell County has been conditionally selected to receive $50,000 of CDBG Planning Grant funding to complete a growth policy and capital improvements plan. This conditional award is based on receipt of the State’s HUD Allocation of CDBG Planning Grant funds which is expected in the coming months.
  • The City of Red Lodge will receive $17,880 of CDBG Planning Grant funding and has been conditionally selected to receive an additional $32,120 of CDBG Planning Grant funding for a total of $50,000 to complete a housing study and land assessment. The conditional award is based on receipt of the State’s HUD Allocation of CDBG Planning Grant funds which is expected in the coming months.
  • The City of Roundup will receive $50,000 of CDBG Planning Grant funding to complete a preliminary architectural report for Homes on the Range.
In 2021, the City of Red Lodge, with the Red Lodge Area Community Foundation as a sub-recipient, received $30,000 of CDBG Planning Grant funding to complete a housing study that included a preliminary architectural report to increase the supply of workforce housing in Carbon County and to provide market and suitability information for an affordable housing development project.

“As a result of the Carbon County Housing Study, the Red Lodge Area Community Foundation Workforce Housing Steering Committee has been able to pursue potential affordable housing projects in the Roberts community,” said Angela Getchell, Red Lodge Area Community Foundation Workforce Housing Manager. “We are currently deeply engaged with a site that we hope to begin developing in the near future. Without this study, and the accompanying community engagements, we would not have been able to understand what type of development was desired and feasible in the Roberts area.”

Eligible applicants for CDBG Planning Grants include Montana counties, cities, and towns. Local governments may apply on behalf of special purpose districts, unincorporated areas or on behalf of non-profit organizations such as a human resource development council, an area agency on aging, a local domestic violence shelter, a boys and girls club, local food bank, hospital, nursing home or a similar non-profit agency. Counties may also apply for planning grants on behalf of tribal utility authorities.
