The board is a citizen board of seven members appointed by the governor per 2-15-1821, MCA. The members are selected as follows: two from coal impact areas and two with expertise in education. At least two but not more than four members must be appointed from each district provided for in 5-1-102, MCA. In making the appointments, the governor shall consider people from the fields of business, engineering, public administration and planning.
