Information Technology

The IT Department manages and coordinates all activities involving information technology for the Department. IT develops and maintains local area networks, websites, data base systems, and data security functions for the Department. They resolve all IT related problems for local and remote users at the Department via IT Help Desk. They manage the ITPR process for the procurement of IT related equipment and services, such as software, hardware, and web development. They provide various IT related training to the Department, including training on newly implemented enterprise software. They also collaborate with managers to develop and submit the annual IT Strategic Plan to ITSD.

Communications and Public Affairs

The Communications Team develops and implements public information related to the Department. They serve as the key point of contact between the Department and external sources, such as business organizations and the media, and coordinate requests from external sources. They develop press releases, guest columns, media pitches, and various other external communications on behalf of the Department. They develop and maintain reference sources, standard position statements, formats for information releases, and various other internal documents for the Department. They manage the Department’s overall brand by managing print and promotional marketing, email marketing, content on the Department’s network of websites, and various other outward focused communications. They also provide audio/visual services for the Department.

Accounting

Accounting directs and oversees the administration of the Department’s fiscal management and compliance. They define department accounting and fiscal rules, policies, and procedures. They are responsible for all department accounting, except for Board of Investments investment documents and the Board of Housing mortgage portfolio system, bookkeeping, including both receiving and disbursing, contract management, purchasing, budget entry onto SABHRS, preparation of statistical and financial reports, and other related accounting processes. They pay all incoming invoices, process all requests for travel reimbursement expenses, and process all interagency journal entries. They review all contracts for fiscal accuracy and input into DocuSign and Perceptive. They are responsible for procard compliance and training Department staff on the proper use of procards. They review and process time entries Department wide. They also process Fiscal Year End by balancing all accounts, ensuring funds are in the correct accounts, paying all FY end bills, and accruing obligated funds.

Human Resources

Human Resources develops, implements, and manages human resource matters and strategies on behalf of the Department. They perform recruitment, retention, job classification, and other employee related procedures for the Department. They process FMLA, Workers’ Compensation, and other regulatory documentation. They provide managers with support during the discipline process, new employee onboarding, implementation of performance management, and various other employee related matters. They also provide training on HR related matters such as Job Descriptions and Coaching.

Legal Team

The Legal Team conducts legal research and investigation into state and federal administrative rules, statutory and case law, practices of other states, etc. to provide comprehensive professional legal support, direction and advice for the effective administration of the Department. This includes legal support for a broad range of areas including local government technical assistance, economic and community development, tourism promotion, housing and health facility financing programs, employment and contract law, accounting and tax law, etcetera. The Legal Team provides legal advice and direction to managers and other officials on a broad range of areas including government procedures, contract law, human resource laws and regulations, conflict of interest and standards of conduct, intellectual property law, and various other subject matters on an ongoing basis, which directly affects the administration of the Department. The Legal Team conducts internal investigations, oversees grievances and complaints, responds to Human Rights Complaints, and is responsible for preparing and litigating cases on behalf of the department in trial, appellate courts, and administrative tribunals.

Budget Office

The Budget Office administers the Department’s budget. They serve as the liaison for the Department with OBPP, Legislative Fiscal Division, and other task forces or committees. They coordinate the preparation of the Department's biennial budget request for submission to OBPP, as well as prepare and submit OBPP Budget Change Documents on behalf of the Department. They coordinate, analyze, prepare, and submit fiscal notes on behalf of the Department. They coordinate and review new budget modification requests related to the Department’s Executive Planning Process. They analyze, monitor and report on the budgetary status of each division, board, or commission within the Department. The provide budgetary and legislative training to the Department. They also track and report on legislation potentially impacting the Department.
