Montana Homeowner Assistance Fund Ends Homeowner Insurance Support

HELENA, Mont. – The Montana Department of Commerce announced today that the Montana Homeowner Assistance Fund program will no longer provide homeowner insurance assistance. Commerce officials said this decision was made due to a lack of interest in this element of the program and that the funds will instead be used to meet increased requests for property tax assistance.

“Since the inception of the property tax assistance program in 2022, we have seen over a 900 percent increase in expenditures. With the homeowner insurance assistance program receiving little attention, it made sense to move the dollars to cover where the need appears to be most vital,” said Montana Department of Commerce Acting Director Mandy Rambo.

The Montana HAF program serves Montanans whose gross household income does not exceed 100% of the Area Median Income. To be eligible for property tax assistance, the homeowner must live in their residence and be behind on tax payments.

The policy changes include:
  • No new homeowner assistance applications for property insurance will be accepted after 11:59 p.m. on May 23, 2025.
  • Applications that have already been submitted will be reviewed to determine household eligibility for the program and eligible applicants will be funded.
The HAF program has provided thousands of eligible Montanans with financial support to help pay for mortgage delinquencies, lien prevention, home repairs and utilities. Since the beginning of the HAF program, more than 1,200 Montana households received assistance with more than $16 million of total funding awarded.

The HAF program is funded through the federal American Rescue Plan with total funding of $50 million. Funding for the HAF program will expire on September 30, 2026.
