Montana Facility Finance Authority’s Seth Lutter Elected as Board Member for National Non-Profit

recently elected as a board member for PACENation, a national organization that promotes property assessed efficient energy financing. PACE is a financial tool designed to help property owners enhance their buildings by making energy efficiency improvements more accessible and affordable.
Lutter is the associate director of the MFFA, which is administratively attached to the Montana Department of Commerce. In this role, Lutter helps oversee the implementation of innovative financial programs that benefit Montana residents and businesses. In 2021, the MFFA was authorized to become the statewide administrator of Commercial Property-Assessed Capital Enhancements, commonly known as C-PACE. This commercially focused PACE tool finances projects such as energy efficiency upgrades, solar panel installations and renewal energy investments.
C-PACE allows commercial property owners to finance these energy improvements through property tax assessments. The financing is then repaid over time, alleviating the burden of up front costs, which can often be a significant barrier for businesses wanting to make energy efficient upgrades.
As a C-PACE administrator, the MFFA was tasked with creating a statewide program to support commercial property owners as they use C-PACE financing to improve their bottom line. This led to the establishment of Last Best PACE, Montana’s version of this efficient energy initiative.
Last Best PACE offers commercial property owners a way to cover up to 100% of their efficient energy costs without taking on additional debt or tying up their capital. This allows owners to begin seeing positive cash flow directly after the installation of their property improvements.
Commercial property owners can take advantage of the Last Best PACE program by working with contractors of their choice to design projects tailored to their energy needs. Whether the focus is water conservation or energy efficiency projects, owners can apply for Last Best PACE and use C-PACE financing to make these improvements without the burden of traditional loans.
Because PACENation promotes PACE financing as a national membership association, Lutter’s new board member appointment and his position as the MFFA associate director are complimentary. He will be able to advocate for Montana commercial property owners interested in C-PACE financing at a national level.
